Job Summary

 

Position consists of responsible, executive level management and technical duties in the construction, maintenance, and repair of city buildings, streets, roads, drainage facilities, park areas, signs, and fleet maintenance. The employee in this position is responsible for cost and project accounting, estimating, budgeting, and material procurement for the Public Works Department. This employee is responsible for directing the department operations, through subordinate supervisors and crew. The employee in this position has responsibility for compliance with State and Federal regulations for road and rights of way maintenance, storm-water management, and the proper care, operation, and maintenance of equipment including medium and heavy equipment. The employee routinely operates a city vehicle in the performance of duties. Duties are performed under the direction of the Mayor and City Clerk. This position is a salaried position and therefore, exempt from overtime standards of the Fair Labor Standards Act.

 

Essential Functions

  • Directs, manages, and provides leadership in an effective and efficient manner and in accordance with City policies and operating procedures as instructed by the Mayor and City Clerk.

  • Evaluates subordinate personnel based on position performance standards and compliance with City policies and operating procedures.

  • Assists in training of subordinate employees.

  • In coordinated effort with the City Clerk, plans, schedules, and supervises the work of the department personnel.

  • Prepares bids and RFPs for the procurement of materials and services for construction and maintenance projects.

  • Develops and prepares project cost estimates and requisitions.

  • Develops and prepares the annual department budget in coordination with the City Clerk.

  • Submits personnel records, insurance records and any other pertinent documentation as requested by the City Clerk.

  • Maintains a variety of records related to inspections, maintenance activity, repairs, storm-water management, etc.

  • Routinely drives a city vehicle in performance of duties.

  • Performs position related duties such as city sponsored special events with regular and reliable attendance.

  • Attends all Council Meeting and presents requested department information.

  • Encourages and promotes a culture of excellent resident service.

  • Provides street-related and refuse collection to residents and responds to complaints and service requests.

  • Repairs, replaces, and maintains city signs.

  • Directs mowing, landscaping, and maintaining of public right of ways and city owned properties.

  • Maintains a clean and safe workplace and facilities equipment.

  • Other duties as assigned by the Mayor or City Clerk.

 

Knowledge, Skills, and Abilities Required for Job Performance

  • Knowledge of the principles, practices, methods, and equipment used in repair, maintenance, and construction activities of landscapes, paved and unpaved city roads, storm-water management and drainage, road signs, water and sewer lines, rights of ways, building maintenance and repairs.

  • Knowledge of occupational hazards and safety precautions used in construction and maintenance.

  • Thorough knowledge of budget procedures and the ability to develop and implement department budgets.

  • Skill in effective communication with staff and general public.

  • Skill in estimating project needs and costs.

  • Ability to coordinate with other departments.

  • Ability to comprehend and communicate complex ideas orally and in writing.

  • Ability to establish and maintain effective working relationships with City officials, employees, the general public, and outside agencies.

  • Ability to effectively plan, direct, and supervise personnel and material resources within established guidelines and personal discretion.

  • Demonstrates supervisory experience in street construction and maintenance operations, building construction and maintenance operations, storm-water management, fleet maintenance, estimating, budgeting, and construction scheduling.

  • While performing the duties of the position, the employee often works in outside weather conditions.

 

Minimum Requirements

  • Undergraduate degree in related field from an accredited college or university. Education requirements may be substituted with extensive work experience.

  • At least five years of extensive practical experience may be substituted for formal education and/or training.

  • Demonstrated supervisory experience.

  • Ability to operate basic computer programs.

  • Possession of valid State of Georgia driver’s license with favorable MVR.

  • Must be physically and mentally able, with or without reasonable accommodations, to perform all the duties listed under Duties.

Schedule

  • 9 hour shift with 1 hour lunch

  • Monday to Friday

  • Occasional required weekend work

Work is performed mostly in field settings.
